State Law Exemption
State law exempts the procurement of these services from competitive bidding/proposal requirements (Professional Services Procurement Act, VCTS). These services shall be selected on the basis of demonstrated competence and qualifications.
Contracts shall be awarded to those asking fair, reasonable prices, as long as the fees are not higher than published, recommended practices and fees for various applicable associations, and do not exceed the maximum provided by any state law.
