Transportation Capital Improvement Program (TCIP)

Purpose
With adoption of the FY 2015 budget, city council approved a $121 million multi-modal transportation capital improvement program (TCIP). This 10-year program is a result of the city’s recent assessments and reports on both the condition of existing transportation infrastructure and the need to improve mobility. Timing and project implementation schedules over the next 10 years will be based on multiple factors which include planning and design, right-of-way acquisition, utility relocations and funding.

Development Factors
Development of this multi-year, multi-modal plan considered a variety of factors through a balanced approach which included:
  • Integrating comprehensive plan elements
  • Local and regional planning efforts
  • Traffic patterns and volumes
  • Growth and development trends
Project Goals
Capacity, connectivity, public safety, and increased maintenance components comprise the bulk of the projects, with project enhancements including trails, sidewalks, landscaping and bike lanes programmed where most appropriate to create a connected and integrated transportation system. Nicole Torralva, P.E., Public Works Director recently stated that “All transportation improvements being implemented city-wide, no matter the origin, funding source, or associated program, are being addressed comprehensively, taking into consideration a variety of multi-modal options for community enhancement.”

Roadway Improvements
Many existing roadways will also receive increased attention through the TCIP. Ms. Torralva is excited about upcoming improvements across the City. “Increased funding associated with all targeted roadway improvements is vital to supporting, encouraging, and promoting continued growth. Investment in new infrastructure, balanced with effective preventative maintenance efforts including crack sealing, seal coating, and overlay projects will significantly extend the life of our transportation network, and long term economic viability of the community."
